Joint Statement between ASEAN and China on Production Capacity Cooperation
中國—東盟產能合作聯合聲明

We, the Heads of State/Government of the Member States of the Association of Southeast Asian Nations (ASEAN) and the People’s Republic of China, gathered on the 19th ASEAN-China Summit and the Commemorative Summit of the 25th Anniversary of ASEAN-China Dialogue Relations in Vientiane, Lao PDR:
我們，中華人民共和國與東盟國家領導人在老撾萬象舉行的第19次中國—東盟領導人會議暨中國—東盟建立對話關係25周年紀念峯會上；

Reiterating the importance of strong economic relations between ASEAN and China towards achieving greater regional economic integration as stated in the Chairman’s Statement of the 18thASEAN-China Summit in Kuala Lumpur, Malaysia on 21 November 2015.
重申2015年11月21日在馬來西亞吉隆坡舉行的第18次中國—東盟領導人會議主席聲明中闡述的中國與東盟之間緊密經濟關係和更大區域經濟一體化的重要性；

Acknowledging the rapid, comprehensive, and significant progress achieved in ASEAN-China economic relations, and ASEAN Member States and China have become important partners for economic cooperation, laying a solid foundation for promoting cooperation on production capacity;
一致認爲中國與東盟經濟交往取得迅速、全面、顯著發展，雙方已成爲重要經濟合作夥伴，爲開展產能合作奠定了堅實基礎；

Recognising the vital need for infrastructure development, and accelerating industrialisation in ASEAN and China, which provide opportunities to further strengthen economic and trade relations through the cooperation on production capacity that will further boost confidence and engagement of businesses from ASEAN Member States and China;
注意到中國和東盟在基礎設施發展和工業化加速等方面至關重要的需求，雙方可通過產能合作進一步加強中國—東盟經貿關係，提振雙方業界的信心和積極性；

Recognising that ASEAN and China both face challenges in achieving sustainable economic and social development, the two sides enjoy great potential for enhancing exchanges and cooperation, given their complementary comparative advantages. The two sides would continue to improve and expand their respective industrial capacities, at both national and regional levels.
認識到中國和東盟在實現經濟社會可持續發展方面均面臨挑戰，雙方具有互補性比較優勢，擴大交流合作的潛力巨大。雙方將繼續完善和提升各自國家和區域工業產能。

On the basis of equality and mutual benefit, we:
我們在平等互利的基礎上：

I. Encourage a business-led cooperation on production capacity to promote economic development through industrial upgrading to complement the production and consumption needs of ASEAN Member States and China, so as to achieve sustainable development and shared prosperity;
一、鼓勵以商業原則爲主導的產能合作，通過產業升級推動經濟發展，使雙方產業的生產和需求相匹配，實現可持續發展和共同繁榮；

II. Emphasise cooperation on highly-complementary sectors based on ASEAN Member States’ and China’s respective priorities, comparative advantages, and levels of development;
二、重點推動在雙方具有比較優勢的行業領域開展符合各自優先發展方向和發展水平的合作；

III. Recognise the importance of capacity building, taking into account the different needs of ASEAN Member States on production capacity practices and providing the necessary Support for ASEAN Member States and China;
三、認識到能力建設的重要性，根據東盟各成員國產能實踐的不同需求，提供必要的相互支持；

IV. Affirm the business’ leading role in undertaking the cooperation. Such cooperation will be guided by market conditions, and could be conducted through various ways and means, including trade, investment, projects as well as economic and trade zone in accordance with internationally accepted business principles and practices as well as domestic laws and regulations;
四、確認企業在開展合作中的主導作用，以市場爲導向，按照商業原則和國際慣例以及所在地法律法規開展貿易、投資、工程承包、經貿合作園區等具體合作；

V. Support the cooperation by facilitating exchange of information on relevant policies, towards creating a favourable business and investment environment for production capacity cooperation;
五、支持通過促進相關政策信息交流，爲產能合作營造良好的商業和投資環境；

VI. Encourage the active role of research institutions, including think-tanks, and other knowledge partners through, among others, joint research on production capacity cooperation and offer policy recommendations that meet the national interests of ASEAN Member States and China.
六、鼓勵發揮智庫、學術夥伴等研究機構的積極作用，共同開展產能合作研究並提供符合各方國家利益的政策建議。
