警方控制9名青島爆炸事故責任人

Seven employees of China’s second-largest oil company have been detained in connection with a crude oil explosion that killed at least 55 people in the eastern Chinese port city of Qingdao.

與中國東部港口城市青島原油爆燃事故相關的7名中石化(Sinopec)員工已被警方控制，此次事故已導致至少55人死亡。中石化是中國第二大石油企業。

The official microblog of the Qingdao Economic and Technology Development zone said seven Sinopec staff and two local government officials had been detained in connection with the explosion on November 22. The accident is the deadliest this year in China, where pressure is building for greater scrutiny of workplace safety.

青島經濟技術開發區(Qingdao Economic and Technology Development zone)官方微博稱，警方已控制11.22東黃輸油管線泄漏爆炸事故中石化相關人員7人，青島經濟技術開發區相關人員2人。此次事故是中國今年發生的最致命的事故。目前，中國國內要求對安全生產施以更嚴格監管的壓力越來越大。

Central government has blamed the blast on human error. “Very serious dereliction of duty” was behind the accident, a senior official in charge of China’s work safety administration said on Monday, according to state news agency Xinhua.

中國中央政府將此次爆炸歸咎於人爲失誤。據官方通訊社新華社報道，中國國家安監總局一名負責人週一表示，“這是一起十分嚴重的責任事故”。

A damaged pipeline leaked crude oil into city storm sewers in the early hours of Friday morning. Two massive explosions ripped through city streets hours later, while workers were attempting to repair the leak and contain oil spreading from the drainage outlets into the bay.

上週五凌晨時分，一條破裂的輸油管線導致原油泄漏，流入城市雨水排放管道。幾個小時後，正當工人們試圖修補裂縫並圍堵從排水口流入海灣的原油時，兩起巨大的爆炸震盪了該市的大街小巷。

Yang Dongliang, director of the state administration of work safety and head of an investigation team for the accident, said the poor planning and supervision, and “unprofessional handling of oil leakage before the blasts”, contributed to the tragedy.

中國國家安監總局局長、此次事故調查組組長楊棟樑表示，規劃佈置不合理、疏於管理、“泄漏後的應急處置不當”，才造成了這次羣死羣傷。

Mr Yang made the remarks at a meeting of the investigation team for the accident, which also left nine missing and 166 injured, according to state television.

楊棟樑說：“這次事故損失慘重，暴露出的突出問題是，輸油管道與城市排水管網規劃佈置不合理；對輸油管道疏於管理，造成原油泄漏。”

“The serious damage in this incident has highlighted major problems, including the location of the pipelines and the sewerage grid and the negligent maintenance of the oil pipeline that caused the oil leak,’’ Mr Yang said.

楊棟樑表示：“泄漏後的應急處置不當，未按規定採取設置警戒區、封閉道路、通知疏散人員等預防性措施。這是一起十分嚴重的責任事故。”

“There was an inadequate response after the leak was found. They did not seal off the area and evacuate people. This is a serious lapse of responsibility,’’ Mr Yang said.

上週日，中石化董事長傅成玉在中石化官方微博上發佈的一則聲明中，爲事故造成的生命財產損失向“青島人民和全國人民”道歉。
