Russian President Vladimir Putin denied a request by American officials to expel National Security Agency leaker Edward Snowden, who the leader said remains in the transit hall of a Moscow airport and is free to fly wherever he desires.

Russia hands over alleged criminals only to countries with which it has an international agreement, and the U.S. isn't among those, Mr. Putin said by way of explanation. Mr. Snowden doesn't need a Russian visa because he technically is a transit passenger who 'thank God has not committed any crimes on the territory of the Russian Federation,' Mr. Putin said.

'Mr. Snowden is a free man and the sooner he chooses his final destination, the better it will be for us and him,' Mr. Putin said, breaking a nearly two-day silence by Russian officials as to whether or not Mr. Snowden had in fact arrived in the Russian capital.

Mr. Putin's comments came after U.S. Secretary of State John Kerry said that while there was no mechanism for the U.S. to call on Russia to extradite Mr. Snowden, it was asking Moscow not to side 'with a person who is accused of breaking the law in another nation and who is a fugitive from justice according to international standards of law.'

Mr. Kerry added: 'We're not looking for a confrontation.'

Mr. Putin, too, appeared eager to play down the impact of the Snowden affair on U.S.-Russia relations. He said it came as a 'complete surprise' to Russian officials when the 30-year-old former security contractor, who is wanted by U.S. authorities for leaking confidential information about domestic surveillance operations, arrived at Moscow's Sheremetyevo Airport on Sunday. 'I hope this doesn't in any way affect the nature of our relations with the U.S.,' he said.

'You can ask yourself the question: Should such people be handed over and sent to jail or not?' Mr. Putin said. 'I would rather not deal with such questions, because it's like shearing a piglet岸a lot of squealing and little wool.'

The U.S. and Russia have seen their relations fray in particular since late 2011, when Mr. Putin accused the American government of supporting thousands of Russia opposition activists who took to the streets of Moscow, alleging that parliamentary elections had been rigged and calling for his ouster.

Mr. Snowden fled to Moscow from Hong Kong on Sunday, days after prosecutors charged him in a U.S. District Court in Virginia, accusing him of stealing government property and wilfully communicating classified information.

Earlier Tuesday, Russia and China fired back at White House criticism from the previous day regarding their roles in Mr. Snowden's flight from Hong Kong to Moscow, calling U.S. accusations against them groundless and misguided.

The White House suggested Monday that China had hurt efforts to build trust between the countries by allowing Mr. Snowden to leave Hong Kong. It also issued stern warnings to Russia and Ecuador, where Mr. Snowden has applied for political asylum, demanding his immediate return to the U.S. to face espionage charges. U.S. officials warned of unspecified 'repercussions' against countries that failed to detain Mr. Snowden, but have stopped short of identifying actions the U.S. might take against governments refusing to comply.

Earlier Tuesday, Russia's Foreign Minister Sergei Lavrov broke a two-day silence by Russia's top officials saying Mr. Snowden hadn't crossed into Russian territory and that the country had 'nothing to do' with Mr. Snowden or his 'movements around the world.'

'We consider groundless and unacceptable the attempts that we are currently seeing to accuse the Russian side of violating U.S. laws and of almost being part of a conspiracy, accompanied by threats toward us. There is no legal basis for such behavior from American officials,' Mr. Lavrov said in a briefing. 'He chose his own route and we found out about it, as most of those present, from the media.'

China's Foreign Ministry also called the White House's statements 'groundless.'

'It is unreasonable for the U.S. to question the Hong Kong government's handling of affairs in accordance with the law,' ministry spokeswoman Hua Chunying said Tuesday.

Officials in Hong Kong have said the U.S.'s request for the city to detain Snowden were 'insufficient.'

The city expanded on its explanation Tuesday, saying that a U.S. request to issue a provisional warrant for Mr. Snowden's arrest used an apparently inconsistent set of names and didn't come with a passport number, contributing to a delay in processing the application that allowed the former U.S. security contractor to leave the city Sunday.

The U.S. submitted a request for an Edward James Snowden while his passport named him as Edward Joseph Snowden, Hong Kong Justice Secretary Rimsky Yuen told reporters. Hong Kong authorities had asked for clarification on Friday, June 21, but had yet to get any reply by the time Mr. Snowden chose to leave the city on an international flight on Sunday morning, Mr. Yuen said.

The antisecrecy group WikiLeaks has said it is helping Mr. Snowden flee via Russia to Ecuador, where the government is considering a request the former Booz Allen Hamilton contractor has submitted for asylum.

Speaking during an official visit to Finland, Mr. Putin said Mr. Snowden岸much like WikiLeaks founder Julian Assange岸'considers himself a human-rights activist and fights for the spread of information.'

'He came as a transit passenger, and he didn't need a visa or any other documents. As a transit passenger he has the right to buy a ticket and fly wherever he wants,' he said. 'Any accusations against Russia are nonsense and drivel.'

Many U.S. officials are likely to treat Mr. Putin's latest announcement as a snub, the latest in a series of blows that the former Cold War rivals have been dealing one another for over a year. The U.S. recently banned from American territory a slew of Russian officials allegedly tied to human-rights abuses including the death of Russian lawyer Sergei Magnitsky. Russia countered by banning Americans from adopting Russian children and banning U.S. officials from entering Russia due to their alleged human-rights abuses.

Earlier this week, Mr. Kerry had said he expected Russia to hand over Mr. Snowden.

'There is a surrender treaty with Hong Kong and, if there was adequate notice岸I don't know yet what the communication status was岸but if there was, it would be very disappointing if [Mr. Snowden] was willfully allowed to board an airplane as a result,' he said. 'With respect to Russia, likewise.'

Mr. Kerry emphasized previous U.S. cooperation with Russia. 'In the last two years we have transferred seven prisoners to Russia that they wanted, so I think reciprocity in the enforcement of the law is pretty important,' he said.

U.S. officials asked Russia to expel Mr. Snowden from the country rather than extradite him岸a legal distinction the U.S. made due to the absence of an extradition treaty between the two countries.

The incident comes at a particularly sensitive time for the White House, which has renewed a push to 'reset' its relationship with the Kremlin in recent months as part of attempt to win Russia's support for ousting Syrian President Bashar al-Assad. Throughout the war in Syria, which has been running for more than two years, Mr. Putin has been among Mr. Assad's strongest backers.

Earlier this week, the White House urged Russia to do its utmost to help apprehend Mr. Snowden.

'Given our intensified cooperation after the Boston Marathon bombings and our history of working with Russia on law enforcement matters岸including returning numerous high-level criminals back to Russia at the request of the Russian government岸we expect the Russian government to look at all options available to expel Mr. Snowden back to the U.S. to face justice for the crimes with which he is charged,' White House National Security Council Spokeswoman Caitlin Hayden said.

Mr. Assange, who said Tuesday that WikiLeaks gave Mr. Snowden money, legal aid and help in obtaining Ecuadorian refugee travel documents, has found an unlikely friend in Russia. In 2012, the Kremlin-funded channel RT, which Mr. Putin said was created in 2005 to 'break the monopoly of Anglo-Saxon media,' hired Mr. Assange to host a show. The WikiLeaks founder landed an interview for the RT show with Ecuadorian President Rafael Correa, who has drummed up domestic support by thumbing his nose at American power.

Ecuador granted Mr. Assange asylum in 2012. But the WikiLeaks boss remains holed up in Ecuador's embassy in London, where he is out of reach of U.K. authorities that want to extradite him to Sweden to face sexual-assault allegations. He denies those claims.

Mr. Putin, who worked a KGB agent in East Germany, said that Russia's intelligence services 'never worked with Mr. Snowden and don't work with him today.'

In a mid-June interview at the headquarters of RT in Moscow, Mr. Putin joked that Mr. Snowden 'told us nothing that we didn't know before' about American surveillance efforts. He said surveillance operations are warranted so long as the fall within the law. Under Mr. Putin, the Russian government has prosecuted and jailed a number of engineers and specialists in alleged espionage cases.
