卡梅倫:如果不改革,英國將會脫離歐盟

British Prime Minister David Cameron says he's confident the European Union will agree to the reforms he is seeking next year, indicating he may call a referendum on Britain's membership well before his self-imposed end-of-2017 deadline.

英國首相大衛·卡梅倫近日表示,他對歐盟批准他於明年計劃進行的改革非常有信心。這也預示着他可能會在2017年任滿之際發起一次全民公投,以此來決定英國在歐盟的去留。

Britain claims its schools, hospitals and welfare system have been strained by the arrival of hundreds of thousands of immigrants from Eastern Europe over the last decade. But Cameron's proposed welfare curb is strongly opposed by some other EU leaders, who see it as violating the fundamental principle of free movement among the bloc's member states.

英國官方此前宣稱,其學校、醫院,以及福利系統已經無法承擔十年來成百上千的東歐移民帶來的負擔。然而,卡梅倫所提議的削減福利政策受到了歐盟一些其他國家領導人的強烈反對。他們認爲這種辦法侵犯了在成員國間自由搬遷的基本原則。

Polish Prime Minister Beata Szydlo said Cameron's benefits-limiting proposals "are not acceptable to Poland." "We are open to discussion and compromise," she said. "But today many well-educated Polish people live in the U.K. and work there and are building the GDP of Great Britain."

波蘭總理貝婭塔·席多稱卡梅倫的限制福利提案“對於波蘭來說是不可接受的”。她說:“我們歡迎討論和妥協。但是,如今有許多受過良好教育的波蘭人在英國定居,爲英國的GDP做着貢獻。”

Cameron said 2016 "will be the year that we achieve something really vital, fundamentally changing the U.K.'s relationship with the EU and finally addressing the concerns of the British people about our membership. "Then it will be for the British people to decide whether we remain or leave," added Cameron.

卡梅倫表示,“2016年會是我們實現一些重要目標的一年,這些事會在根本上改變英國和歐盟的關係,並最終消除英國民衆對於該關係的擔憂。” 卡梅倫還補充道:“之後就輪到英國人民來決定我們該去還是該留。”

Many British business leaders, however, warn that having Britain leave the EU would devastate London's standing as a global financial center.

然而許多英國的商業領袖對此發出警告,他們表示,一旦英國離開歐盟,倫敦將會失去全球金融中心的地位。
