聯合國教科文組織大會31日舉行會議，審議有關接受巴勒斯坦爲該組織成員國的提案，最終173個參加投票的成員國以107票贊成、14票反對、52票棄權通過了該決議。巴勒斯坦成爲聯合國教科文組織第195個成員，這也是巴勒斯坦首次獲准以成員國身份加入聯合國機構。

The United Nations Educational Scientific and Cultural Organization granted the Palestinians full membership on Monday, a step forward in their long-running efforts to achieve recognition before the world as an independent state. 聯合國教科文組織週一接受巴勒斯坦成爲該組織正式成員國，這是巴勒斯坦作爲一個獨立國家在尋求世界認可的長期努力中向前邁進的一步。

full membership就是“正式成員”。在 member state（成員國）和non-member state（非成員國）的劃分方式之外，還有full member state（正式成員國）和associate member state（非正式成員）的劃分方式。

參加國際組織會議的還有一類非成員國，就是observer state（觀察員國），觀察員國在國際組織會議上既沒有right to speak（發言權），也沒有voting right（表決權）。
